For the sauce: In a small bowl, add cornstarch and water and whisk to combine. Add remaining sauce ingredients to the bowl and whisk to combine. Set aside.
Cook chow mein noodles according to package instructions.
In the meantime, heat 1 tablespoon of oil in your skillet or wok over medium-high heat. Once nice and hot, add grated carrot and cabbage. Cook, stirring frequently for a few minutes until veggies are tender. Sprinkle in minced garlic and green onions.
Add noodles and sauce to the hot skillet with veggies and stir fry by stirring frequently until well combined for a few minutes. When done, serve immediately!
