For the ground beef mixture: Place olive oil, carrots, onion and red bell pepper in a saucepan over medium low heat and stir. Cover and let cook for about 5 minutes or until the veggies begin to soften. Turn the heat up to medium and add the ground beef and garlic. Cook about another 5 minutes until beef browns. Add remaining ingredients and reduce heat to low. Cover and cook for another 10 minutes to really let your flavors develop. Then, Remove from heat.
Chipotle Dip: place chipotle, mayo, sour cream and lime juice in a blender and blend just until combined. Then, place in the fridge until your empanadas are ready.
Preheat your oven to 400 degrees.
Now, it's time to assemble your empanadas. Get out your empanada dough, cut into 8 equal pieces and roll out each piece into a circle. Scoop about 1 to 2 tbsp of the meat mixture onto one side of your empanada. Repeat for all 8 empanadas. Then fold over the other side of the empanada and seal edge shut with a fork.
Place empanadas on a baking sheet covered in parchment paper. Bake for about 15 minutes or until they begin to golden. Enjoy with your creamy chipotle aioli dip! YUMM.
